Difference Between Health Insurance and Employment Insurance (ILOE) in UAE

In the UAE, health insurance and employment insurance (ILOE) serve completely different purposes, although both are mandatory under specific regulations.

  • Health Insurance: Covers medical expenses such as doctor visits, hospitalization, and treatments. It is mandatory for visa approval in many emirates like Dubai and Abu Dhabi.
  • Employment Insurance (ILOE): Provides financial compensation to employees who lose their jobs involuntarily. It acts as income protection, not medical coverage.

While health insurance ensures access to healthcare services, ILOE supports employees financially during periods of unemployment. Both play a crucial role in employee security but address different risks.

How Employment Insurance (ILOE) Works in UAE?

Employment insurance in the UAE, known as the Involuntary Loss of Employment (ILOE) scheme, is designed to provide financial support to employees who lose their jobs due to reasons beyond their control. Introduced under Federal Decree Law No. 13 of 2022, the scheme acts as a safety net for workers in both the public and private sectors.

The system operates on a simple model: employees pay a small monthly premium, and in return, they receive temporary income support if they become unemployed. This ensures financial stability while searching for a new job.

How to Register for Employment Insurance (ILOE) in UAE?

Registering for the ILOE scheme is a simple and quick process. Employees can subscribe through official online portals, mobile apps, or authorized service centers. The process typically involves selecting the salary category, choosing a payment plan, and completing the registration with basic personal and employment details.

Once registered, employees must ensure timely premium payments to maintain continuous coverage. Missing payments can lead to penalties or suspension of benefits, so it’s important to stay compliant with the scheme requirements.

To qualify for ILOE benefits, employees must meet certain conditions:

  • Must be employed in the UAE (public or private sector)
